ICHEI Visited UZ Research Centre for the Developement of HE

Tashkent, September 26, 2025 – A delegation from UNESCO-ICHEI visited the Research Center for the Development of Higher Education under the Ministry of Higher Education, Science, and Innovation of the Republic of Uzbekistan (Hereafter as "Research Center"). The two parties held cooperative talks and signed a Memorandum of Understanding (MoU), initiating national-level cooperation in the digital transformation of higher education between China and Uzbekistan. Attendees included Ms. BI Xiaohan, Deputy Director of UNESCO-ICHEI; Mr. Xoliqov Abduvali Jonizoqovic, Director of the Research Center; and Mr. Zhang Zhao, Vice General Manager of Guangzhou Dazzleview Intelligent Technology Co., Ltd (Hereafter as "Dazzleview").

Mr. Xoliqov Abduvali Jonizoqovic, Director of the Research Center,  warmly welcomed the delegation. He emphasized that Uzbekistan places high importance on the development of higher education and expressed strong expectations for the future collaboration between the two sides. He expressed confidence that this cooperation would introduce valuable international experience and resources into Uzbekistan's higher education system and stated that the Ministry of Higher Education of Uzbekistan would support both sides in jointly exploring pathways for the development of digital education.

Ms. BI Xiaohan, Deputy Director of UNESCO-ICHEI, introduced its global cooperation models and experience in promoting educational digitalization. She noted that Uzbekistan is a significant force in higher education development in Central Asia and expressed the signing of the MoU as a starting point for establishing long-term and practical collaborative relationships with the Research Center and Uzbek universities. Together, they aim to plan and implement a series of cooperative projects.


Mr. Esanov Muzaffar Xoshimovich, Deputy Director of the Research Center, introduced the center's history and functions. He mentioned that Uzbekistan is actively learning from advanced international higher education experiences and looks forward to injecting new vitality into the country's higher education system through collaboration with UNESCO-ICHEI, thereby accelerating the process of internationalization and digitalization.

Ms. Shirley Kong, Overseas Marketing Director from Dazzleview presented the company's solutions in smart classroom construction, AIGC platform, and artificial intelligence curriculum development. She also expressed the company's willingness to participate in the digital transformation of higher education in Uzbekistan.

The signing of this MoU has laid a solid foundation for substantive future cooperation between the two sides. Moving forward, both parties will explore specific collaboration plans in areas such as university cooperation, teacher capacity building, student exchanges and joint research, working hand in hand to advance the digital and intelligent transformation of higher education in Uzbekistan.
