    On the occasion of the third anniversary of the establishment of the International Institute of Online Education (IIOE), the IIOE Secretariat compiled and released this report. The report systematically summarises the digital transformation needs of higher education institutions in developing countries that have participated in the IIOE. Through a cross-border and public-private institutional cooperation mechanism of "extensive consultation, joint contribution and shared benefits", it presents successful cases of building an international public education platform, providing public welfare online courses and training, and systematically empowering the digital capabilities of university teachers.
