    Leveraging the Belt and Road Initiative, the International Institute of Online Education (IIOE) is committed to increasing access to high-quality higher education opportunities in developing countries. The document encompasses aspects such as the mission and objectives of the IIOE, its organisational structure, the responsibilities of partner institutions, support mechanisms, as well as curriculum development and quality assurance. It aims to assist developing countries in achieving transformations in higher education and contribute to the realisation of Sustainable Development Goal 4 and the Education 2030 Agenda.
