This document introduces the higher education project funded by the UNESCO-Shenzhen Trust Fund. It was carried out in Cambodia and Sri Lanka from 2016 to 2019. The objective of the project is to utilise information and communication technologies (ICTs) and strategic partnerships to increase access to high-quality higher education in Cambodia and Sri Lanka. The project outcomes include the publication of books, the conduct of evaluations, the provision of grants, the launch of tools, etc., which are of great significance for promoting the development of higher education in the region and achieving Sustainable Development Goal 4.
